Obtain A Police Report
Depending on the type of record and your relationship with the case, copies of police incident reports may be available under certain circumstances:
- Police Incident Report copies must be requested under the Pennsylvania Right-to-Know Law (RTKL). Reports containing criminal investigatory material will not be released in accordance with CHRIA and Section 708(b)(16) of the RTKL. However, Police Blotter information is a public record and will be released. Please download and complete the Right to Know Request Form.
The form can be submitted in person, mailed, faxed, or emailed to the Open Records Officer for the Borough of Whitehall:

The following police records requests are not a part of the Right to Know Law and may be available under certain circumstances:
- Police Accident Report copies are only available to involved parties. We will NOT release a full copy of the report if criminal charges are pending. Please download and complete the Police Accident Report Request-Form

- Crime Victim Right to Access Requests are generally only available to crime victims. However, a defendant in a civil action, in which the crime victim is a party, may obtain criminal investigative information for use in an existing civil action or in contemplation of a potential civil action. Please download and complete the Crime Victims Right to Access Request Form
- Police Audio – Video Recordings may be available to individuals seeking copies of audio or video recording made by the Whitehall Borough Police Department. Written requests for recordings in the possession of a law enforcement agency must be made within 60 days of the date the recording was made and must include (1) the date, time, and location of the event recorded, (2) a statement of the requester’s relationship to the event recorded, and (3) if the recorded event took place inside a residence, the requester must identify every person present at the time of the recording, unless not reasonably known. C.S.A. § 9101 et seq. (CHRIA), the Pennsylvania Right to Know Law, 65 P.S. §§ 67.101, et seq (RTKL), the Police Request Law Act 22 of 2017, 42 Pa.C.S. §§ 67A01 et seq. (Act 22), and the Crime Victims Right to Access Law Act 134 of 20222, 18 Pa. C.S. § 9158.1.
