Whitehall Borough Neighborhood Volunteer Network

Purpose

To facilitate a connection between residents of Whitehall Borough to foster stronger community relationships and enable acts of service to assist our neighbors.

How It Works

Residents wishing to volunteer their time and skills will register with Whitehall Borough as a “Volunteer.” A Volunteer’s contact information will be added to a database. The database will be organized by Task. There is no fee to sign up as a Volunteer. Volunteer Waiver

Residents needing assistance will identify their needs and register with Whitehall Borough as a “Recipient.” Recipients will be furnished with a list of Volunteers that can perform the Task(s) for which they have requested assistance. Recipients are responsible for contacting Volunteers to plan to perform certain Tasks. There is no fee to receive the Volunteer List. The Volunteer List will be updated annually. Recipient Waiver

The Volunteer Database is valid for three years, at which time residents will be required to re-apply if they wish to continue offering their services. Residents may have their name removed from the Database at any time for any reason by notifying the Whitehall Borough Administration Offices.

Waiver must be included in your uploaded documents.

Requirements for Volunteers:

Be 18 years of age.
- Adult Volunteers may bring minor children to assist. Minors must be supervised at all times.
- Groups organized by a local School District may participate under the supervision of an adult employed by said School District.
Reside in Whitehall Borough.
Physically able to perform the requested task(s).

Requirements for Recipients:

Be at least 62 years of age, have a physical disability that prevents or limits the ability to perform the eligible tasks and/or be a military veteran.
Reside in Whitehall Borough.
Do not have resources (financial, family or friends nearby) to perform the eligible tasks.

Things to Know Before Signing Up:

You are not guaranteed assistance. Service depends on Volunteer availability.
You may not receive immediate help. Please give your Volunteer a reasonable amount of time to perform the task(s).
You do not have to be home when a Volunteer arrives to help. Volunteers are not permitted to enter your home or any other structure on your property (sheds, garages, etc.)

Tasks Eligible to be Performed as Part of the Program:

Snow Removal.
Light Landscaping (weeding, trimming, etc..).
Grass Cutting.
Leaf Clean-Up.

No indoor tasks may be performed as part of this Program. No task that is not explicitly listed above may be performed as part of this Program.

Age and Residency Verification Required from both Volunteers and Recipients. Please submit proof of both with application via this portal. Acceptable forms of verification include (but are not limited to): Driver’s License, Passport, State ID Cards.

Whitehall Borough Community Volunteer Initiative Waiver – Recipient(Required)

The Community Volunteer Initiative Agreement (this “Agreement)” is created and effective as of the date of the APPLICANT’s signature on this Agreement.

WHEREAS, the Community Volunteer Initiative is Whitehall Borough’s (“BOROUGH”) neighborly assistance program for older and physically disabled residents who do not have the means to perform certain tasks (“TASKS”); as identified in the Initiative Summary (“Summary”); which is attached to this Agreement and incorporated herein by reference; and WHEREAS, APPLICANT has applied to the BOROUGH for participation in the Community Volunteer Initiative and requested TASKS be performed on the property located at the address indicated above (the “PROPERTY”).

NOW, THEREFORE, the undersigned APPLICANT hereby acknowledges and agrees as follows:

Recipient Requirements

APPLICANT certifies that APPLICANT is 62 years of age or older, a military veteran, and/or has a physical disability that prevents APPLICANT from performing certain TASKS.

APPLICANT does not have available resources to perform certain TASKS as identified in the Summary.

APPLICANT is a BOROUGH resident.

APPLICANT certifies that APPLICANT is the owner of the PROPERTY or is responsible for performing certain TASKS as identified in the Summary on the PROPERTY.

APPLICANT is aware that Community Volunteer Initiative Recipients are provided assistance with the TASKS based on availability of appropriate volunteers, and therefore APPLICANT is not guaranteed to be provided with a volunteer to complete the TASKS.

APPLICANT understands that the only services provided are TASKS as identified in the Summary.

APPLICANT understands that the person(s) performing the TASKS as identified in the Summary is a volunteer, and not an employee, agent or contractor of the BOROUGH and therefore, the BOROUGH cannot guarantee that the volunteer will perform the TASKS in a timely or satisfactory manner.

APPLICANT also understands that the TASKS provided are contingent upon accessibility of the PROPERTY (which may be affected by gates, fences, pets, etc.), and that performance of the TASKS may be affected by the presence of debris or other impediments.

APPLICANT agrees to treat any and all Community Volunteer Initiative volunteers with dignity and respect, or risk expulsion from the Community Volunteer Initiative at the sole discretion of the BOROUGH.

APPLICANT understands and acknowledges that the volunteer performing the TASKS is not an employee, contractor or agent of the BOROUGH.

Release and Hold Harmless

APPLICANT agrees to assume all risk of injury, harm or damage to APPLICANT’s person or property which may arise as a result of the performance of the TASKS and does hereby release and agree to indemnify and hold harmless the Community Volunteer Initiative volunteers, the BOROUGH, its agents, officers, elected officials and employees from any and all liability actions, damages, and claims of any kind and nature whatsoever for injury or harm that might arise in connection with the performance of the TASKS.

APPLICANT further agrees that this Section of the Agreement is intended to be as broad and inclusive as is permitted by the law of the Commonwealth of Pennsylvania and that if any portion thereof is held invalid, it is agreed that the balance shall, notwithstanding, continue in full legal force and effect.

APPLICANT further agrees that no oral representations, statements, or inducements apart from this Agreement have been made.
IN WITNESS WHEREOF APPLICANT or APPLICANT’s duly authorized representative has signed below and agrees to be bound by the terms of this Agreement.

Recipient Requirements

VOLUNTEER certifies that VOLUNTEER is capable of performing certain TASKS as identified in the Summary.

VOLUNTEER understands that the only services to be provided are the TASKS for which they have signed up for.

VOLUNTEER understands that the VOLUNTEER’s participation in the Community Volunteer Initiative shall not include any interactions or communications with the recipient of the TASKS except to the extent necessary to perform the TASKS.

VOLUNTEER also understands that the TASKS do not require entry inside the residence of the recipient of the TASKS, and VOLUNTEER shall not enter the inside of the residence or any other structure (shed, garage, etc.) of the recipient of the TASKS for any reason.

VOLUNTEER agrees to treat any and all Community Volunteer Initiative recipients with dignity and respect, or risk expulsion from the Community Volunteer Initiative at the sole discretion of the BOROUGH.
