Parks Master Plan Update

Borough Council has budgeted funds to complete a Parks Master Plan Update in 2026. The last Parks Master Plan was completed in 2019, and since then Council has completed a variety of projects throughout our parks. Now it’s time for a refresh.
Updating the plan will help us strategically plan for the next five years of park improvements and projects across the Borough, ensuring our parks continue to grow, improve and serve our community for years to come. 🌿🏞️

Parks

Whitehall has six parks, each with numerous athletic fields, playgrounds and open spaces for our residents to enjoy. All parks are available for Residents, their organizations and their government.

In addition to the parks, the municipal complex features two basketball courts, four tennis courts, and a community swimming pool and adjacent plaza.

SAFETY NOTICE – After an inspection conducted by the Borough Engineer and Public Works, the steps at Prospect Park connecting the ballfield to the parking lot at 1725-1765 Skyline Drive have been closed due to safety concerns.

Permits

All permits issued are subject to the “Regulations for Use of Borough Recreation Facilities” of the Borough governing their use. Whitehall Borough reserves the following rights:

  • To suspend or cancel Park Permits for use of a Borough Recreation Facility if circumstances necessitate Borough government to use the facility. Whitehall Borough activities and/or work assignments have priority at all facilities and all permits are subject to suspension or cancellation by the Borough should conflicts arise.
  • To refuse or revoke, at any time, Park Permits for use of municipal recreation facilities for infractions of the regulations.

Seasonal Permits

Two (2) months or longer

  1. Applications must be submitted no later than March 1st of each calendar year.
  2. Applications must be complete and accompanied by a schedule of games or activities that will be conducted.
  3. Activities sponsored by the Borough of Whitehall shall receive first preference. All permits are subject to suspension or cancellation by the Borough should conflicts arise.
  4. Recognized organizations located within the Borough of Whitehall shall receive second preference.
  5. No seasonal permits shall be given on Sundays. Permits on Sundays are reserved for resident families and/or neighborhood activities.
  6. Permits must be requested by and issued in the name of a Whitehall Borough resident as the “Responsible Person.”
  7. Should the facility requested require a fee, the fee must accompany the application.

Daily Permits

One (1) or more non-consecutive days.

  1.  Applications may be submitted to the Borough Administration Offices starting January 1 of each calendar year for use in that calendar year.
  2.  Activities sponsored by the Borough of Whitehall shall receive first preference. All permits are subject to suspension or cancellation by the Borough should conflicts arise.
  3. Permits must be requested by and issued in the name of a Whitehall Borough resident as the “Responsible Person.”
  4. Should the facility requested require a fee, the fee must accompany the application.

All permits issued are subject to the Rules & Regulations of the Borough governing their use.

Closed Permit System

Whitehall Borough operates a Closed Park Permit System.  Park Permit Holders are granted exclusive use of a Borough Park on the designated day and time specified on their Park Permit.  This applies to the Borough Sponsored Summer Camp, the South Hills Interfaith Movement (SHIM) Camp and the Bhutanese Community Association of Pittsburgh (BCAP) Camp. 

Whitehall Borough Summer Camp runs for 6 weeks every summer; Monday through Friday from 9:00 AM to 1:00 PM at the following Borough Parks – Frank Park, Overlook Park, Snyder Park, and Union Park.

The Whitehall Borough Parks Plan

The Whitehall Parks Master Plan is a culmination of efforts over three years. The Parks Planning Committee has been seeking to both update the Comprehensive Park Plan and establish a new master plan for each neighborhood park. Along with creating a direction for future funding, the park master planning process will provide essential feedback from the community.
